Core Module – Policies

The Core Module applies to all registered NDIS providers. It ensures that participants’ rights, safety, and quality of supports are upheld. It covers four outcomes, with over 20 quality indicators.

Module 1 – High Intensity Daily Personal Activities (HIDPA)

Applies to providers delivering high-risk, complex personal supports. It covers 8 high-intensity support areas.

  3. Severe Dysphagia Management

Module 2 – Specialist Behaviour Support

Applies to providers delivering specialist behaviour support under the NDIS Act.

Outcomes & Quality Indicators:

  • Behaviour support is evidence-informed and meets participant needs.
  • Behaviour support plans are developed and monitored appropriately.
  • Restrictive practices are minimised and authorised under law.

Module 2A – Implementing Behaviour Support Plans

Applies to providers who implement behaviour support plans but do not develop them.

Outcomes & Quality Indicators:

  • Supports are delivered in line with the behaviour support plan.
  • Restrictive practices are implemented only as authorised.
  • Staff are trained and supported to follow the plan.

Module 3 – Early Childhood Supports

Applies to providers supporting children under 7.

Outcomes & Quality Indicators:

  • Supports focus on the child’s development and wellbeing.
  • Families are supported as central to the child’s life.
  • Supports are inclusive, collaborative, capacity-building, and evidence-informed.

Module 4 – Specialist Support Coordination

Applies to providers delivering complex Support Coordination (Level 3).

Outcomes & Quality Indicators:

  • Participant’s NDIS supports are managed effectively.
  • Conflicts of interest are identified and managed.
  • Supports are coordinated in a way that promotes independence and choice.

Module 5 – Specialist Disability Accommodation (SDA)

Applies to providers delivering SDA housing supports.

  • SDA promotes participant rights and decision-making.
  • Conflict of interest is identified and managed.
  • Housing supports meet design, accessibility, and safety requirements.
